CSV files format when JSON metadata is not provided by a regulator

For reporting obligations where a supervisor does not prescribe the structure of the xBRL OIM-CSV, we produce our own set of JSON metadata files, which describe their desired construction and content.  

According to these JSON metadata files, Particles expects one CSV per reporting table, where headers of this CSV follow headers of that table. In case of open tables this is a typically a set of columns (C0010, C0020, ….) while for closed tables these are table cells (R0010_C0010, R0020_C0010, R0010_C0020, …). When a closed table has no open/semi-open axes there is only one row of data expected per table, otherwise, as in case of open tables, the number of rows may vary, and the open or semi-open headers become another columns in the CSV file.
